1. Congress Clears VA Bills: Congress overwhelming passed two veterans' bills this week that will begin to fix the crisis in care and access within VA health care facilities. On Tuesday, the House passed (426-0), H.R. 4810, the "Veteran Access to Care Act of 2014," and the Senate on Wednesday passed S. 2450, the "Veterans' Access to Care through Choice, Accountability, and Transparency Act of 2014," by a vote of 93-3. Both bills now move to a conference committee to iron out their differences. Both bills would allow VA to enter into contracts with non-VA facilities to provide hospital care and medical services for veterans who have waited too long for an appointment or live more than 40 miles away from a VA facility. They also require an independent assessment of VHA which is responsible for running VA medical facilities. Where the bills differ is in how best to address holding VA employees accountable and giving VA authority to expedite the hiring of new medical care staff. VFW National Commander William A. Thien now calls on Congress for a quick resolution of the bills, so one bill can be passed and sent to the President for his signature.

2. VFW Holds Veteran Town Hall Meetings: In response to the VA's nationwide crisis in care and confidence, the VFW held two town hall meetings Monday evening to hear directly from veterans about what's wrong or right about their local VA. Several hundred veterans and family members attended the meetings at a downtown theater in Kansas City, Mo., and at VFW Post 6506 in a northeast Baltimore suburb. Many veterans cited the great care and treatment the VA provided once they got access, while the majority of complaints centered on poor customer service and response, over medication and misdiagnoses. VFW local and national service officers were present at both venues to take information and assist accordingly, and attending VFW national leadership promised to carry their issues and concerns directly to Congress and the administration.

3. VFW Participates in House Leadership Veterans Roundtable: House Minority Leader, Nancy Pelosi, hosted the quarterly Democratic Leadership Veterans Roundtable on Tuesday, June 11, 2014. VFW National Legislative Director, Ray Kelley, attended and spoke of the need for Congress to come together to quickly solve the VA health care access crisis. Kelley pointed out that veterans, who are waiting for care, must be provided care immediately, and those who orchestrated the secret waiting lists and covered up wrong-doing must be held accountable. To date, both the House and Senate have passed their own versions of bills that will provide for increased access and accountability within VA. Now both chambers must come together to take the best parts of both bills and quickly pass it. VFW will work to keep you up-to-date on this as it develops.

4. Florida Congressional Delegation Holds Hearing: On Wednesday, June 12, 2014, VFW Department of Florida Service Officer, Jason Smith, presented testimony before the Florida Congressional delegation, chaired by Representative Vern Buchanan. The topic of the hearing was VA health care delivery. Jason highlighted the work VFW has done through our national helpline -- 1-800-VFW-1899 -- and the town hall meetings that were held to hear firsthand of veterans' experiences and to assist those in immediate need of care. He also pointed out that VA capacity is not meeting demand and that every tool must be used to ensure timely, high-quality care is provide for our veterans. 5. House VA Committee Discusses Barriers to VA Care: This week, the House VA Committee held a hearing to examine "Bureaucratic Barriers to Healthcare for Veterans." The hearing was scheduled in the aftermath of ongoing investigations regarding scheduling and appointment delays and in some cases denial of care to veterans. Witnesses at the hearing included Tim McClain, President, Humana Government Relations, Dan Collard, Chief Operating Officer, The Studer Group, Dr. Betsy McCaughey, Chairman, Committee to Reduce Infection Deaths and VHA Acting Under Secretary Dr. Robert L. Jesse. Testimony centered on the need for an organizational cultural assessment, strong leadership and a standardization of care throughout the VA system. Mr. McClain and Mr. Collard both spoke strongly about that need to build cultures of accountability, alignment, consistency and sustainability -- factors that are present in many private sector healthcare delivery models. Committee members spoke about their opportunity to revamp the system and the responsibility to get it right for the thousands of veterans using VA. Chairman Miller reminded committee members "correcting those failures is going to take a lot more than the band-aid fixes -- it is going to take wholesale systematic reform of the entire Department, starting with holding senior staff accountable."

6. Congressional Gold Medals Approved: The president has signed legislation to award the Congressional Gold Medal to the Doolittle Raiders, American Fighter Aces, the Allied Armies' Monuments, Fine Arts, and Archives unit --- better known as the "Monuments Men" --- and to Puerto Rico's 65th Infantry Regiment. The Congressional Gold Medal is the nation's highest civilian honor, and is often awarded long after the recipient's mission was accomplished.
* Doolittle Raiders -- Named after their leader, Col. Jimmy Doolittle, their bombing raid over Tokyo four months after Pearl Harbor provided a critical morale boost for the American public, proved to the Japanese they weren't invulnerable to American attack, and forced their military to shift vital resources to homeland defense. Only four of the original 80 raiders are still alive.
* American Fighter Aces -- More than 60,000 U.S. military fighter pilots have taken to the air since World War I, yet less than 1,500 earned the coveted title of fighter ace for shooting down five or more enemy aircraft. The last American air aces were during Vietnam, and due to the evolving nature of warfare, there may not be another.
* The Monuments Men (and women) were artistic and architectural experts charged with the task of protecting Europe's cultural treasures in the midst of World War II. They followed soldiers into battle to preserve churches from the devastation of war, and to track down art stolen by the Nazis and return them to rightful owners. Six members of the Monuments Men are still living.
* 65th Infantry Regiment -- Puerto Rico's 65th Infantry Regiment, nicknamed the Borinqueneers, were formed and served courageously during the time of a segregated military during World War I and World War II, and they later served with distinction in Korea, Iraq and Afghanistan.

7. Clark Cemetery Transfer Complete: The upkeep, responsibility and care of a veterans cemetery on the former Clark Air Base in the Philippines has now been officially transferred from VFW Post 2485 to the American Battle Monument Commission. The transfer of Clark Veterans Cemetery, now renamed Clark American Cemetery, fulfils VFW National Resolution 431, which was submitted by the VFW Department of the Pacific and approved by delegates attending the 113th National Convention in Reno, Nev. The American Battle Monument Commission, established by Congress in 1923, is the executive agent of American cemeteries and memorials outside the U.S.

8. Korean War MIA Identified: The Defense POW/MIA Office announced the identification of remains belong to Army Sgt. Delbert D. Kovalcheck, 20, of E. Millsboro, Pa. In late 1950, Kovalcheck was assigned to Headquarters Company, 3rd Battalion, 31st Regimental Combat Team, deployed east of the Chosin Reservoir in North Korea. On Nov. 29, 1950, the 31st RCT, known historically as Task Force Faith, began a fighting withdrawal to a more defensible position. Kovalcheck was reported missing in action after the battle. Background: S. 2450, The Veterans' Access to Care through Choice, Accountability, and Transparency Act of 2014 will begin to address the unacceptably long appointment wait times found within many VA medical facilities. Built on a compromise between VA Committee Chairman Bernie Sanders (I-VT) and Senator John McCain (R-AZ), the bill will provide quicker access to health care for veterans and critical accountability within VA.
It begins tackling some of the tough issues facing VA by making improvements to their appointment scheduling system and allowing veterans to seek care outside the system if they are unable to access VA within a reasonable time or live more than 40 miles away from a facility.  It also authorizes an expedited hiring authority for VA to employ more doctors, nurses and other medical providers, along with the authority to fire top executives who are not doing their jobs - something the VFW believes is essential to providing timely access to care for all veterans.
If passed, the bill would also improve access to counseling and treatment for victims of sexual trauma; authorize 26 major medical facilities leases and provide in-state tuition for eligible veterans using the Post 9/11 and Montgomery GI Bills.

1. Senate VA Bill Moves Forward: On Thursday, Senate VA Committee Chairman Bernie Sanders (I-VT) and Sen. John McCain (R-AZ) laid out a bipartisan bill that broadly outline solutions to VA healthcare scheduling and access deficiencies. The VFW is pleased that the Senate has reached a compromise that will begin to improve access to care and rebuild veterans' confidence in VA. We urge both the Senate and the House to move quickly on this and other measures to provide timely and quality care for veterans. As this bill moves through the process, we will keep you informed.

The text of the bill is not yet available, but the provisions discussed would:
* Authorize a two-year program that allows veterans to seek medical care outside the VA if they cannot get an appointment within a reasonable time (based on a VA wait time metric), or who reside 40 miles or more away from a VA hospital or clinic.
* Authorize 26 new major medical facilities leases in 18 states.
* Provide an expedited hiring authority for VA to employ more doctors, nurses and other medical providers.
* Permit the VA Secretary to fire employees immediately without pay, but allow employees to appeal to the Merit System Protection Board within one week of dismissals.
* Create independent commissions on capitol planning and scheduling.
* Improves access and care for victims of Military Sexual Trauma.
* And provide in-state tuitions for veterans at public colleges and universities, which is VFW-supported legislation that has already cleared the House.

2. VA Message to Veterans: In a June 2 message to all veterans, Acting Veterans Affairs Secretary Sloan Gibson said not all veterans were getting the timely access to the healthcare they have earned, and that systemic problems in scheduling processes have been exacerbated by leadership failures and ethical lapses. He said he will use all available authority to swiftly and decisively address issues of willful misconduct or mismanagement, and that his first priority is to get all veterans off waiting lists and into clinics while the VA addresses the underlying issues that have been impeding their access to healthcare. 3. Acting VA Secretary Moving Quickly: Just prior to resigning last Friday, VA Secretary Eric Shinseki said that he may have trusted the people below him and the information they provided too much. The new Acting VA Secretary isn't making that mistake, especially with an interim IG report that confirms a systemic effort to hide actual appointment waiting times from the VA headquarters in Washington. On Thursday, Acting Secretary Sloan Gibson was in Phoenix meeting with staff and, more important, veterans, and today is doing the same in San Antonio. In a statement, Gibson said the VA is using its current outsourcing authority to immediately provide care in the community, to include primary care. "We now know there is a leadership and integrity problem among some of the leaders of our healthcare facilities, which can and must be fixed. That breach of integrity is indefensible," he said. "In Phoenix, we initiated the process to remove senior leaders. Across the country, VA has suspended all VHA senior executive performance awards for FY 2014. 4. VFW to Sponsor Town Hall Meetings June 9: The VFW is sponsoring Veterans Town Hall meetings Monday evening in a northeast Baltimore suburb and in Kansas City, Mo., in an effort to help separate truth from conjecture regarding veterans' healthcare issues. The town halls will began at:
* 7 p.m. at VFW Post 6506, 8777 Philadelphia Road, Rossville, Md., 21237.
* 6 p.m. at the Uptown Theatre at 3700 Broadway, Kansas City, Mo., 64111.
All veterans are encouraged to come out and share their stories, good or bad, about the care and treatment they receive at their VA medical centers. At the meetings will be VFW Department and national service officers and leadership from the VFW Washington Office and the VFW National Headquarters to respond to questions and carry veterans' concerns directly to Congress and the administration. "The VA needs to immediately identify and fix what's broken, to hold employees appropriately accountable to the maximum extent of the law, and to restore the faith of veterans in their VA," said VFW Washington Office Executive Director Bob Wallace. "We need to separate truth from conjecture, and the only way to properly do that is to talk directly with veterans."

5. American POW Bergdahl Released: America's only known prisoner of war was released last Saturday in exchange for five Taliban prisoners who were being held at the U.S. Detention Facility in Guantanamo Bay, Cuba. The safe return of Army Sgt. Bowe Bergdahl fulfills part of VFW National Resolution 419, which was passed by delegates attending the 114th VFW National Convention last year. After being held by the Taliban for almost five years, his release is great news for his family, and helps to ensure that no American is left behind once the U.S. ends its involvement in Afghanistan, but the VFW is very concerned that negotiating with terrorists sets a very dangerous precedent. The VFW awaits the results of an investigation into the circumstances surrounding Bergdahl's capture by the Taliban on June 30, 2009.

6. Marine Sergeant Still in Mexican Jail: While former POW Sgt. Bowe Bergdahl recuperates at a U.S. Army Hospital in Germany, Marine Sgt. Andrew Tahmooressi continues to languish in a Mexican jail, which prompted VFW National Commander Bill Thien to twice urge the president to action this week. "To secure Bergdahl's release, the government broke longstanding U.S. policy to not negotiate with terrorists," wrote Thien, who asked President Obama to make a simple phone call to Mexican President Nieto. "We understand that the U.S. State Department and our embassy in Mexico are working this, but that's too much political bureaucracy," said the Chief, who urges the president to show the same sense of urgency toward Tahmooressi as he did to secure the release of Bergdahl. 7. New Marine Commandant Nominated: The president has accepted a recommendation to nominate Marine Gen. Joseph Dunford to be the next Commandant of the Marine Corps. He currently commands coalition troops in Afghanistan as head of the International Security Assistance Force. If confirmed by the Senate, he will become the 36th commandant, succeeding current Gen. James Amos, who is expected to retire later this year. Dunford, 58, is a native of Boston who was commissioned in 1977 after graduating from St. Michael's College. Prior to his current assignment, he served as the Assistant Commandant of the Marine Corps from October 2010 to December 2012, and has commanded at every level, to include the 2nd Battalion, 6th Marines, the 5th Marine Regiment, the 1st Marine Expeditionary Force, and served as the Commander, Marine Forces U.S. Central Command.

8. Three WWII MIAs Identified: The Defense POW/MIA Office announced the identification of remains belonging to three American servicemen who had been missing in action since World War II. Identified are:
* Army Pfc. Cecil E. Harris, 179th Infantry Regiment, 45th Infantry Division, lost in France on Jan. 2, 1945. He was accounted for May 29 and will be buried with full military honors on a date and location to be determined.
* Army Air Forces Staff Sgt. Robert E. Howard, 450th Bomber Squadron, 322nd Bomber Group, Medium, was lost over Germany on April 16, 1945. He was accounted for May 28 and will be buried with full military honors on June 19 in Moulton, Iowa.
* Army Pfc. Lawrence S. Gordon, Reconnaissance Company, 32nd Armored Regiment, 3rd Armored Division, was lost near Ranes, France, on Aug. 13, 1944. He was accounted for on May 27 and will be buried with full military honors this summer in Canada.

9. D-Day 70th Anniversary: Seventy years ago today, more than 160,000 Allied troops landed or jumped into occupied France in a daring move that accelerated the defeat of Nazi Germany less than a year later. Due to age, illness, and the fact most who survived the landing would continue fighting for the duration of the war, it is estimated that less than 10 percent of the 75,000 Americans who took part in Operation Overlord are still with us. Hundreds of D-Day veterans made the trek back to Normandy to honor and commemorate their brothers in arms, while others attended commemorations at the National World War II Memorial in Washington, the National D-Day Memorial in Bedford, Va., the National World War II Museum in New Orleans, and inside VFW Posts nationwide. America remembers, and so do the French, wrote senior writer Kelly Gibson in the June/July 2014 issue of VFW Magazine. VFW to Sponsor Town Hall Meetings June 9The VFW is sponsoring Veterans Town Hall meetings Monday evening in a northeast Baltimore suburb and in Kansas City, Mo., in an effort to help separate truth from conjecture regarding veterans' healthcare issues. The town halls will began at:
  • 7 p.m. at VFW Post 6506, 8777 Philadelphia Road, Rossville, Md., 21237.
  •  6 p.m. at the Uptown Theatre at 3700 Broadway, Kansas City, Mo., 64111.
All veterans are encouraged to come out and share their stories, good or bad, about the care and treatment they receive at their VA medical centers. At the meetings will be VFW Department and national service officers and leadership from the VFW Washington Office and the VFW National Headquarters to respond to questions and carry veterans' concerns directly to Congress and the administration. "The VA needs to immediately identify and fix what's broken, to hold employees appropriately accountable to the maximum extent of the law, and to restore the faith of veterans in their VA," said VFW Washington Office Executive Director Bob Wallace. "We need to separate truth from conjecture, and the only way to properly do that is to talk directly with veterans."
American POW Bergdahl Released
America's only known prisoner of war was released last Saturday in exchange for five Taliban prisoners who were being held at the U.S. Detention Facility in Guantanamo Bay, Cuba. The safe return of Army Sgt. Bowe Bergdahl fulfills part of VFW National Resolution 419, which was passed by delegates attending the 114th VFW National Convention last year. After being held by the Taliban for almost five years, his release is great news for his family and helps to ensure that no American is left behind once the U.S. ends its involvement in Afghanistan, but the VFW is very concerned that negotiating with terrorists sets a very dangerous precedent. The VFW awaits the results of an investigation into the circumstances surrounding Bergdahl's capture by the Taliban on June 30, 2009.
Marine Sergeant Still in Mexican Jail:While former POW Sgt. Bowe Bergdahl recuperates at a U.S. Army Hospital in Germany, Marine Sgt. Andrew Tahmooressi continues to languish in a Mexican jail, which prompted VFW National Commander Bill Thien to twice urge the president to action this week. "To secure Bergdahl's release, the government broke longstanding U.S. policy to not negotiate with terrorists," wrote Thien, who asked President Obama to make a simple phone call to Mexican President Nieto. "We understand that the U.S. State Department and our embassy in Mexico are working this, but that's too much political bureaucracy," said the Chief, who urges the president to show the same sense of urgency toward Tahmooressi as he did to secure the release of Bergdahl. New Marine Commandant NominatedThe president has accepted a recommendation to nominate Marine Gen. Joseph Dunford to be the next Commandant of the Marine Corps. He currently commands coalition troops in Afghanistan as head of the International Security Assistance Force. If confirmed by the Senate, he will become the 36th commandant, succeeding current Gen. James Amos, who is expected to retire later this year. Dunford, 58, is a native of Boston who was commissioned in 1977 after graduating from St. Michael's College. Prior to his current assignment, he served as the Assistant Commandant of the Marine Corps from October 2010 to December 2012, and has commanded at every level, including the 2nd Battalion, 6th Marines, the 5th Marine Regiment, the 1st Marine Expeditionary Force, and served as the Commander, Marine Forces U.S. Central Command.
D-Day 70th AnniversarySeventy years ago today, more than 160,000 Allied troops landed or jumped into occupied France in a daring move that accelerated the defeat of Nazi Germany less than a year later. Due to age, illness, and the fact most who survived the landing would continue fighting for the duration of the war, it is estimated that less than 10-percent of the 75,000 Americans who took part in Operation Overlord are still with us. Hundreds of D-Day veterans made the trek back to Normandy to honor and commemorate their brothers in arms, while others attended commemorations at the National World War II Memorial in Washington, the National D-Day Memorial in Bedford, Va., the National World War II Museum in New Orleans, and inside VFW Posts nationwide. Three WWII MIAs IdentifiedThe Defense POW/MIA Office announced the identification of remains belonging to three American servicemen who had been missing in action since World War II. Identified are:
  • Army Pfc. Cecil E. Harris, 179th Infantry Regiment, 45th Infantry Division, lost in France on Jan. 2, 1945. He was accounted for May 29 and will be buried with full military honors on a date and location to be determined.
  • Army Air Forces Staff Sgt. Robert E. Howard, 450th Bomber Squadron, 322nd Bomber Group, Medium, was lost over Germany on April 16, 1945. He was accounted for May 28 and will be buried with full military honors on June 19 in Moulton, Iowa.
  • Army Pfc. Lawrence S. Gordon, Reconnaissance Company, 32nd Armored Regiment, 3rd Armored Division, was lost near Ranes, France, on Aug. 13, 1944. He was accounted for on May 27 and will be buried with full military honors this summer in Canada.

1. Senate VA Bill Moves Forward: On Thursday, Senate VA Committee Chairman Bernie Sanders (I-VT) and Sen. John McCain (R-AZ) laid out a bipartisan bill that broadly outline solutions to VA healthcare scheduling and access deficiencies. The VFW is pleased that the Senate has reached a compromise that will begin to improve access to care and rebuild veterans' confidence in VA. We urge both the Senate and the House to move quickly on this and other measures to provide timely and quality care for veterans. As this bill moves through the process, we will keep you informed.

The text of the bill is not yet available, but the provisions discussed would:
* Authorize a two-year program that allows veterans to seek medical care outside the VA if they cannot get an appointment within a reasonable time (based on a VA wait time metric), or who reside 40 miles or more away from a VA hospital or clinic.
* Authorize 26 new major medical facilities leases in 18 states.
* Provide an expedited hiring authority for VA to employ more doctors, nurses and other medical providers.
* Permit the VA Secretary to fire employees immediately without pay, but allow employees to appeal to the Merit System Protection Board within one week of dismissals.
* Create independent commissions on capitol planning and scheduling.
* Improves access and care for victims of Military Sexual Trauma.
* And provide in-state tuitions for veterans at public colleges and universities, which is VFW-supported legislation that has already cleared the House.

VA Message to Veterans: In a June 2 message to all veterans, Acting Veterans Affairs Secretary Sloan Gibson said not all veterans were getting the timely access to the healthcare they have earned, and that systemic problems in scheduling processes have been exacerbated by leadership failures and ethical lapses. He said he will use all available authority to swiftly and decisively address issues of willful misconduct or mismanagement, and that his first priority is to get all veterans off waiting lists and into clinics while the VA addresses the underlying issues that have been impeding their access to healthcare. 3. Acting VA Secretary Moving Quickly: Just prior to resigning last Friday, VA Secretary Eric Shinseki said that he may have trusted the people below him and the information they provided too much. The new Acting VA Secretary isn't making that mistake, especially with an interim IG report that confirms a systemic effort to hide actual appointment waiting times from the VA headquarters in Washington. On Thursday, Acting Secretary Sloan Gibson was in Phoenix meeting with staff and, more important, veterans, and today is doing the same in San Antonio.
