In This Issue:
1. Arming Troops at Home
2. Longtime Advocate Nominated
3. Senate Vets Committee Holds Homelessness Hearing
4. Whistleblower Hearing
5. Important Veterans Bills Passed This Week
6. Space-A Eligibility Eases for Families of Deployed
7. Spirit of '45 Wreath Laying
8. Three MIAs Recovered
1. Arming Troops at Home: Defense Secretary Ash Carter on Wednesday ordered the military services to develop new policies that could potentially arm more military personnel who are not regularly engaged in law enforcement responsibilities. Entitled "Force Protection Recommendations Following the Chattanooga Shooting," the secretary's memorandum orders the services to review their force protection and security policies, programs and procedures, particularly for the military's 7,000 off-base facilities located on college campuses, in leased shopping mall office space, and elsewhere. His memo focuses on a review of DOD Directive 5210.56, in which the arming of personnel not regularly engaged in security or law enforcement could be extended to qualified personnel based on the threat and immediate need to protect DOD property and lives. Also under consideration could be the application of the Law Enforcement Officers Safety Act of 2004, which in 2013 was extended to allow credentialed military personnel who actively work in law enforcement to conceal carry while off duty in all 50 states and the District of Columbia. It does not, however, authorize them to conceal carry while on duty, unless their military duties require it. The service secretaries have until Aug. 21 to submit their courses of action. Read Carter's memo at:
2. Longtime Advocate Nominated: On Thursday, the president nominated former member of Congress, Michael Michaud, to be the next assistant secretary of the Department of Labor-Veterans Employment and Training Service. Michaud has been a longtime veterans' advocate and was the ranking member of the House Veterans' Affairs Committee before leaving Congress in 2014. Michaud has been a longtime friend of the VFW, and we support his nomination and look forward to working with him again in the advancement of veterans' issues. To read more about Mr. Michaud and what local veterans think of the nomination, click here: http://bangordailynews.com/2015/07/30/politics/obama-taps-mike-michaud-for-veterans-employment-post/.
3. Senate Vets Committee Holds Homelessness Hearing: On Wednesday, the Senate Veterans' Affairs Committee held a hearing to better understand current veterans homelessness initiatives and to find ways to reach the ultimate goal of ending veterans homelessness. To watch the hearing or to read witness testimony, click here: http://www.veterans.senate.gov/hearings/ending-veteran-homelessness07292015.
4. Whistleblower Hearing: To commemorate National Whistleblowers Appreciation Day, the Senate MilConVA Appropriations Subcommittee held a hearing to receive testimony from VA whistleblowers Dr. Katherine Mitchell and Dr. Lisa Nee who discussed concerns regarding whistleblower protections and unresolved issues at the Phoenix Health Care System and Edward Hines Jr. VA Medical Center. Subcommittee members discussed the VA Office of Inspector General's (VAOIG) performance in handling whistleblower complains. Deputy Inspector General Linda Halliday informed the Subcommittee of challenges the VAOIG faces and recent initiatives she has implemented to address concerns. To view a video of the hearing, visit: http://www.appropriations.senate.gov/hearings-and-testimony/milcon-va-subcommittee-whistleblower-claims-us-department-veterans-affairs.
5. Important Veterans Bills Passed This Week: Several bills the VFW supports have advanced this week. The House has passed H.R. 1994, which would give the Secretary of Veterans Affairs increased authority to hold wrongdoers accountable. The House also passed an important bill to relax evidentiary standards necessary to establish service connection for mental health disorders resulting from military sexual trauma and a bill that would provide a cost-of-living adjustment for veterans' benefits. The VFW has testified in support of all three bills and calls for their swift consideration by the Senate.
This week, the Senate passed the Wounded Warriors Federal Leave Act of 2015, which would provide up to 104 hours of sick leave for service-connected disabled veterans who need to receive health care for their disabilities within the first year of their federal employment. The House Oversight and Government Reform Committee has advanced the House version of the bill and it currently awaits floor consideration. The Senate also confirmed General Dunford to be the chairman of the Joint Chiefs of Staff.
Also this week, Congress passed and the president signed H.R. 3236, which will ensure VA is able to address a $2.5 billion budget shortfall for Fiscal Year 2015. This important bill also includes needed improvements to the Veterans Choice Program and eliminates an inequity in current law that precluded veterans from saving for their future health care needs. The president also signed H.R. 2499, which waives upfront fees for veterans who apply for entrepreneurship loans through the Small Business Administration. Stay tuned to the Action Corps Weekly for updates as these bills move through Congress, and for updates on the implementation of newly enacted laws regarding the Veterans Choice Program and entrepreneurship opportunities for veterans.
6. Space-A Eligibility Eases for Families of Deployed: More military families are now authorized to fly Space-Available aboard military transport aircraft thanks to a VFW-supported recommendation made by the Military Compensation and Retirement Modernization Commission. Previously, a service member had to have been deployed 120 days or longer in order for families to fly Space-A unaccompanied. Now it's 30 days. Dependents must still have a letter from their sponsor's commander to verify the deployment. More information about this change and other helpful hints for flying Space-A are available at: www.amc.af.mil/amctravel.
7. Spirit of '45 Wreath Laying: In support of the 70th Anniversary Commemoration of the end of World War II, the Spirit of '45 organization is asking if all veterans/military service organizations could sponsor wreath-laying ceremonies on Aug. 16 at every American veterans cemetery across the country and overseas. Aug. 16 is a historically significant date because that's when the Emperor of Japan ordered his forces to immediately cease hostilities. A simple ceremony is all that's requested to salute those who served and fell, and Bugles Across America (www.BuglesAcrossAmerica.org) can also be contacted to play Taps. To register your event or to learn more about the Spirit of '45, go to: www.Spiritof45.org.
For a list of U.S. national, state, tribal and territory cemeteries, go to: http://www.vfw.org/uploadedFiles/VAcemeteriescontactlist.pdf. For a list of overseas American cemeteries, go to: https://www.abmc.gov/.
8. Three MIAs Recovered: The Defense POW/MIA Accounting Agency announced the identification of remains belonging to two Army Air Forces pilots lost during World War II, and a soldier lost during the Korean War. Recovered are:
-- Army Air Forces 2nd Lt. Edward F. Barker, 21, of Herkimer, N.Y., will be buried Aug. 1 in his hometown. On Sept. 30, 1944, Barker was piloting a P-47D Thunderbolt that failed to return from a training mission in Papua New Guinea. Read more at: http://www.dpaa.mil/NewsStories/NewsReleases/tabid/10159/Article/610776/airman-missing-from-wwii-accounted-for-barker.aspx.
-- Army Air Forces 1st Lt. William O. Pile, 24, of Aideville, Ohio, was piloting a B-26C Invader on a mission near Bastogne, Belgium, when he was shot down by enemy fighters on Dec. 23, 1944. He was assigned to the 559th Bombardment Squadron, 387th Bombardment Group, 9th Air Forces, and will be buried with full military honors on a date and at a location yet to be determined.
-- Army Pfc. George L. Rights, 23, of Winston-Salem, N.C., will be buried Aug. 9 in his hometown. In Feb. 1951, rights and elements of Battery B, 15th Field Artillery Battalion, 2nd Infantry Division, were supporting the Republic of South Korea when the 15th FA was attacked by Chinese forces near Hoengsong, South Korea. Following the battle, Rights was reported as missing in action. 1. VFW Elects New National Commander: The Veterans of Foreign Wars of the United States concluded its 116th National Convention by electing Pittsburgh native John A. Biedrzycki Jr. as its new national commander. For more information about the new national commander and to read his acceptance speech, click here: http://www.vfw.org/News-and-Events/Articles/2015-Articles/VFW-Elects-New-National-Commander/.

2. President Obama Speaks at VFW National Convention: President Obama spoke Tuesday at the VFW's 116th National Convention in Pittsburgh. It was his third appearance as president and fifth overall. His main topics were of high interest to the estimated 5,000 VFW and Auxiliary delegates in the audience. He spoke of caring for veterans, service members and their families, and that more work still needs to be done at VA. He spoke of the tentative nuclear deal with Iran, as well as the need to continue training and supporting Iraqi forces fighting against ISIL, and especially the need for Congress to end sequestration which is the VFW's top legislative priority. He gave homage to the four Marines and one sailor who were shot and killed in Chattanooga, Tenn., by a believed radicalized gunman. He would later that day order all U.S. flags to half-staff. Watch the president's speech at: http://www.vfw.org/ConventionLive/.
3. VA Secretary Addresses VFW National Convention: On Tuesday, VA Secretary Robert McDonald addressed the VFW National Convention in Pittsburgh, delivering a presentation entitled "Caring for Veterans: Progress and Transformation."  In discussing the Veterans Health Administration, Secretary McDonald outlined what he believes are the three pillars of caring for veterans: Research, Education, and Clinical Care. He pointed out that VA conducted 55 million appointments in 2014, serving 6.6 million unique patients, and remarked that VA receives higher satisfaction ratings from veterans than private hospitals receive from their patients, per the American Customer Satisfaction Index. He also described the challenges VA faces in providing the highest quality care. The aging veterans population, increased complexity of conditions, and a higher rate of survivability for the newest generation of veterans after more than a decade of war will all continue to fuel the demand for care. Still, with the proper funding, the Secretary believes that VA can and will continue to provide the highest quality care for all veterans, when they need it and where they need it. Other topics covered by Secretary McDonald included VA infrastructure, the claims backlog, veterans homelessness, and the MyVA initiative, designed to improve the veteran experience at VA facilities. The VFW thanks Secretary McDonald for his participation at the 116th VFW National Convention. To view the slides from his presentation, visit: 2015 07 21-FINAL VFW Annual Convention (16x9).pptx.
4. The VFW Visits Pittsburgh VA Health Care System: On Wednesday, the VFW visited the Pittsburgh VA Health Care System's University Drive campus to continue its extensive oversight of the VA health care system. VFW staff met with medical center leadership and staff to discuss the care and services the system provides to approximately 360,000 veterans in western Pennsylvania, West Virginia, and Ohio. During the visit, we heard from medical center staff and veterans on how changes to the VA scheduling process and use of non-VA health care is impacting facility operations and the health care it provides to veterans.
In our continued effort to better represent the needs of our membership on Capitol Hill, the VFW looks to continue visiting VA medical centers across the country to evaluate the care and services the VA health care system provides to veterans. We also want to hear what you think is important when seeking health care. If you have not already taken our survey on the state of VA health care, please click here: https://www.research.net/r/VACareSummer15.
5. House Passes Veterans' Health Care Bill: On Tuesday, the House passed a bill to expand homeless benefits to veterans fleeing domestic abuse, evaluate the efficacy of VA mental health care, and require VA to properly track and document biological implants. This bill also includes a provision that would require VA to round down any cost-of- living increases to the Montgomery GI Bill and the Survivors' and Dependents' Educational Assistance program, a provision the VFW opposes. Stay tuned to the Action Corps Weekly for updates on this bill.
6. House Hearing on VA Budget Shortfalls: On Wednesday, Secretary Robert McDonald testified before the House Committee on Veterans' Affairs on the nearly $3 billion dollar shortfall VA faces in its fiscal year (FY) 2015 budget, which may force the Department to reduce operations at its medical facilities by mid-September. Secretary McDonald testified that the shortfalls were due to higher than expected demand for health care at VA medical facilities and through non-VA community providers. Committee members expressed intent to pass a bill by next week to authorize VA to use Choice Program funding to address FY 2015 budget shortfalls. The VFW will work to ensure this bill does not hinder veterans' access to non-VA care and the Veterans Choice Program. To view a video of the hearing, visit: http://veterans.house.gov/hearing/to-receive-the-secretary-s-testimony-regarding-the-pending-va-health-care-budget-shortfall. To read the Secretary's testimony, visit: http://www.va.gov/opa/publications/docs/HVAC-BUDGET-TESTIMONY-7-23-2015.pdf.
7. Senate Markup on Pending Legislation: On Wednesday, the Senate Committee on Veterans' Affairs held a markup to report on a number of important bills which should receive consideration by the full Senate in the near future. Among others, the Committee voted to advance S. 1082, a bill to authorize the Secretary of Veterans Affairs to hold underperforming employees accountable for wrongdoing; S. 1203, to improve the appeals process for VA compensation benefits; and S. 1493, to provide a cost-of-living increase for VA benefits equal to Social Security benefits.  During the markup, Chairman Isakson committed to holding another markup in the fall to consider other bills that are important to VFW members, such as expansion of caregiver benefits, toxic exposure research, and legislation to address overmedication and use of high-dose opioids. To view the markup, please visit: http://www.veterans.senate.gov/hearings/business-meeting-markup-of-pending-legislation07222015.
8. World War II MIA Identified: The Defense POW/MIA Accounting Agency announced the identification of remains of Army Pvt. Arthur H. Kelder, 26, of McHenry, Ill., who was buried July 18 in Chicago. On Dec. 8, 1941, Kelder was assigned to the Philippine Department, U.S. Army Forces in the Far East, when Japanese forces invaded the Philippine Islands. Thousands of U.S. and Filipino service members were taken prisoner and forced to endure the Bataan Death March en route to Japanese POW camps. Kelder was among those reported captured after the surrender of Corregidor. On Nov. 19, 1942, 14 Americans, including Kelder, were reported to have died. They were buried by their fellow prisoners in a common grave in a local camp cemetery in Cabanatuan. Read more at: http://www.dpaa.mil/NewsStories/NewsReleases/tabid/10159/Article/608594/soldier-missing-from-wwii- accounted-for-kelder.aspx.

In November 1950, Keller was assigned to Company K, 3rd Battalion, 8th Cavalry Regiment, 1st Cavalry Division, when his unit was forced into a fighting withdrawal from their position northwest of Unsan, North Korea. He was reported missing on Nov. 2, 1950. It would be later learned he had been captured by the Chinese, but died in 1951 as a result of malnutrition and medical neglect.
