1. VFW Pushes Congress to Pass Budget: After the recent government shutdown, your VFW is working to ensure veterans' benefits won't be on the chopping block again in January. Last week VFW issued an Action Alert, calling on Congress to pass a budget, end sequestration and pass full VA advance appropriations by the next budget deadline on Jan. 15. 2. VA Publishes Education Complaint System Notice: Last year your VFW worked diligently to improve consumer resources for college-bound veterans, ensuring veterans can be financially and academically prepared to go to college, but can also take action if they feel they are victims of fraud, waste or abuse. One of these critical resources was the establishment of a formal, centralized complaint system for student veterans. This week, VA published its complaint system in the federal register for public comment, moving it one step closer to implementation. All comments on the complaint system must be received no later than Nov. 25, 2013. 3. VFW to Testify on National Cemeteries: Next week your VFW is scheduled to testify before the House VA Subcommittee on Disability Assistance and Memorial Affairs. VFW National Legislative Director Ray Kelley plans to discuss VA's eligibility criteria for authorizing headstones and veteran medallions; VA's decision-making processes on determining who can be interred or honored in national cemeteries; options for burial in areas remote from existing national cemeteries; and the state of various cemeteries with regard to upkeep and potential improvements. 4. VA to Pilot Dental Insurance Program: A new VA program will soon allow all enrolled veterans and CHAMPVA beneficiaries to purchase private dental insurance at a reduced cost. Created by the Caregivers and Omnibus Health Services Act of 2010, this three year pilot program known as the VA Dental Insurance Program (VADIP) will offer a wide array of affordable plans to veterans and eligible dependents through Delta Dental and MetLife. Monthly premiums will range from $8.65 to $52.90, depending on level of coverage selected. Participation in this program is entirely optional and dental service connection is not required. Enrollment begins on Nov. 15, 2013, with coverage beginning on Jan. 1, 2014. For more information, visit: http://www.va.gov/healthbenefits/vadip/
5. World War II MIA Identified: The Defense POW/MIA Office announced the identification of remains belonging to Army Technician Fifth Grade Oneal Rush, 24, of Galivants Ferry, S.C. He will be buried Oct. 26, in his hometown. In August 1944,  Rush, a U.S. Army Corps of Engineers soldier, and six other service members were aboard an C-47A Skytrain aircraft that departed from Shingbwiyang, Burma to Myitkyina, Burma, on an air supply mission. Rush and the six service members were reported missing in action when the airplane failed to reached its destination.

VFW Legislative Alert: Shutdown Over – Budget Deal Needed Now!
Background: After 16 days of political wrangling and partisan politics, Congress ended the government shutdown but still has not produced a responsible budget or put an end to sequestration. A short term package that only funds the government through December 15 brings little assurance to America's veterans, service members and their families that another shutdown won't just happen again in a few months.
The VFW believes that Congress must pass a realistic budget, stop the irresponsible policy of sequestration, and pass legislation to ensure that this never happens again. VFW is urging all of its members and advocates to contact their legislators and demand action by passing responsible budgets for Department of Defense and VA, to include advance appropriations legislation that will fund all VA accounts one year ahead to ensure that our veterans, survivors and their families are protected in the event of any future potential budget crisis.
Action Needed: Email your legislators today and tell them an uncertain budget impacts veterans and survivors; hurts troops and their families; and puts our national security at risk. Remind Congress that they are responsible for passing a budget and putting an end to sequestration. Tell them to do the job they were elected to do and end this dangerous deal for our military, veterans and their families.

1. VFW Statement on Budget Agreement: VFW National Commander Bill Thien said Wednesday's compromise to reopen the government was appreciated, but the short-term funding package brings little assurance to America's veteran and military communities that what just ended won't happen again in three months. The VFW once again calls on Congress to prepare and pass a VA and Defense Department budget that is long-term, forward focused, and designed to properly care for those who return home wounded, ill or injured, as well as to meet and defeat all current and future threats to our nation. The VFW also wants an end to the mandatory sequester that continues to impact readiness across all the services. "Our nation's 22 million veterans, 2.3 million service members and all their families have risked everything for this country," said the Chief. 2. VA Benefits Paid on Time: Now that appropriations have been enacted to reopen the federal government, the Department of Veterans Affairs is resuming normal operations, and that means benefits payments to 5 million disabled veterans, survivors, families and student-veterans will be paid as scheduled on Nov. 1. It also means all 56 VA Regional Offices have reopened, and all furloughed employees are back to work and claims processors will resume working mandatory overtime to help reduce the disability claims backlog. "We will fight hard to regain ground lost as a result of the government shutdown," said VA Secretary Eric Shinseki. "We remain committed to eliminating the disability claims backlog in 2015."

3. Independent Budget Releases Critical Issues: The four Independent Budget (IB) partners have released their critical issues for FY 2015. The IB, which VFW co-authors with AMVETS, Disabled American Veterans and Paralyzed Veterans of America, provides the Administration and Congress a veterans' view of the most important issues as it pertains to VA healthcare, benefits and infrastructure, as well as issues facing service members as they transition from uniform to veteran status. The IB is in its 28th year of publication and has been praised by Congress as an honest and accurate view of what VA needs to take care of all veterans. 4. Army Captain Receives Medal of Honor: President Obama presented a long-awaited Medal of Honor to former Army Capt. William D. Swenson in a White House ceremony Tuesday for his heroism during a six-hour battle in Afghanistan four years ago. Swenson is the first Army officer to receive the nation's highest military honor for actions in Iraq or Afghanistan, and the 13th overall recipient of the medal after 12 years of war. 5. Korean War MIA Identified: The Defense POW/MIA Office announced the identification of remains belonging to Army Pfc. Norman Dufresne, 20, of Leominster, Mass. He is scheduled to be buried in his hometown tomorrow. In July 1950, Dufresne and elements of G Company, 2nd Battalion, 19th Infantry Regiment, 24th Infantry Division, were deployed astride hills along the Chinju-Hadong Road, just west of the Nam River deep within South Korea. The North Koreans launched a massive attack against their positions, forcing the Americans to fall back. Dufresne was reported as missing in action on July 30, 1950.

The VFW Calls on Elected Leaders to End Budget Impasse
If a federal budget isn't approved soon, more than 4 million disabled veterans, survivors and student-veterans will not be receiving VA checks at the end of the month. The failure of Congress to compromise on a budget also forced the VA to close its 56 regional offices this week, and furlough more than 7,000 employees, the majority of whom were responsible for processing VA claims. In an opinion editorial, VFW National Commander Bill Thien said he was disgusted with the partisan bickering and government paralysis caused by a White House and Congress that will not budge from their ideological extremes in order to properly take care of America's true heroes. "We need leadership, not more rhetoric, and if the government is unable to take care of veterans, then the government should quit creating us," he said. Read the Chief's OpEd.
VFW Service Officers Continue Working ClaimsWhile ROs across the country have closed their doors to veterans, VFW Service Officers around the country are still hard at work processing veterans' claims. Some service officers have set up temporary offices at posts. If you need help with a claim, contact your service officer and/or check with your posts. President Signs Military Death Benefit BillAfter a firestorm of heated language from the VFW, veterans and military organizations as well as the public, the President signed legislation to reinstate military death and funeral benefits, just hours after the Senate cleared the measure. Funds provided by the bill, HJ Res 91, will be available until December 15 or until an appropriations law is enacted, whichever comes first. The legislation passed the House 425-0 on Wednesday, and is the first targeted stopgap measure to be sent to the president's desk since the government shutdown began. VA Secretary Discusses Shutdown with CommitteeOn Wednesday, VA Secretary Eric Shinseki testified before the House VA Committee on the effects of the current government shutdown on benefits and services for veterans. The VFW provided written testimony for the hearing stating our deep concern that services to veterans are being harmed every day that the shutdown continues. Shinseki tried to clarify how many employees are furloughed, or will be furloughed, when their current funding runs out before the end of the month. He also stressed that critical payments to veterans and survivors will be impacted as well as the processing of disability claims for compensation, pension, education, vocational rehabilitation and employment benefits. Once mandatory funds are depleted at the end of this month, nearly 5,600 veterans a day will not receive a decision on their disability claims and VA regional offices will be closed. The VFW urged Congress to pass a full-year Fiscal Year 2014 appropriations bill without delay, and to clear legislation (H.R. 813 and S. 932) that will ensure veteran programs and services are not disrupted in the future.

The VFW, SVA Fill GI Bill Void During Government Shutdown
As a result of the ongoing shutdown, the Department of Veterans Affairs GI Bill hotline, 1-888-GIBILL-1, remains offline, meaning veterans have very few places to turn for reliable information on accessing their earned GI Bill benefits. To counter the lack of customer service, the VFW and Student Veterans of America (SVA) are once again informing veterans that the "1 Student Veteran" program is fully open for business. Those with questions regarding GI Bill or other benefits should email 1studentveteran@vfw.org, for timely assistance. Veterans who send a message will receive a reply within 24 hours or the next business day from a VFW staff member who specializes in student-veteran issues.
House VA Committee Examines Pain Management for Vets On Thursday, the House Veterans Affairs Subcommittee on Health held a hearing to examine the rising use of opiate painkillers to treat veterans. The committee expressed concern over the skyrocketing rate of prescriptions for these highly addictive medications, and the sense that there is a need for greater care coordination in pain management across VA. Emotional testimony was heard from the widows of two current-era veterans who recently died from overdoses of VA prescribed opiates, as well as two recently medically retired servicemen who continue to struggle with issues surrounding pain and addiction. VA representatives acknowledged the potential harm caused by opiate painkillers and stated that they are developing new alternative pain management programs which will soon be instituted across the department. The new approach, known as the Chronic Pain Rehabilitation Program (CPRP) and based out of the Tampa VA Hospital, focuses on exercise, occupational therapy, pool therapy, relaxation training, acupuncture and massage, with the goal of eliminating dependency on opiate painkillers. Although the CPRP currently accepts referrals from all 50 states, it is the goal of the VA to establish a similar program in every VISN. Subcommittee Chairman Dan Benishek closed by noting that further hearings on this issue will be held in the future to monitor progress. The VFW will continue to keep you updated. Three WWII MIAs Recovered The Defense POW/MIA Office has announced the identification of remains belonging to two Marines and an Army Air Force pilot who had been missing since World War II. Recovered are:
  • Marine Corps Capt. Henry S. White, 23, of Kansas City, Mo., and Staff Sgt. Thomas L. Meek, 19, of Lisbon, La. On July 21, 1943, White and Meek were crewmembers aboard an SBD-4 Dauntless dive-bomber that departed Turtle Bay Airfield on Espiritu Santo Island, New Hebrides, on a night training mission and failed to return. The aircraft reportedly crashed into a coral cliff on nearby Mavea Island. A September 1947 investigation of the crash site recovered no remains. In 2012, a Joint POW/MIA Accounting Command team excavated the site and did recover remains and non-biological evidence that correlated circumstantially to White and Meek. Since no individual identification was possible, both will be buried in a single casket on Oct. 18 at Arlington National Cemetery.
  • Army Air Force 1st Lt. Robert G. Fenstermacher, 23, of Scranton, Pa. On Dec. 26, 1944, Fenstermacher was piloting a P-47D Thunderbolt on an armed-reconnaissance mission when his aircraft crashed near Petergensfeld, Belgium. An American officer witnessed the crash and was able to recover Fenstermacher's identification tags from the burning wreckage, but no remains or aircraft wreckage were recovered at the time. In 2012, a group of local historians excavating a private yard recovered human remains and aircraft wreckage consistent with a P-47D, which were turned over to the Joint POW/MIA Accounting Command. He is scheduled to be buried on Oct. 18 in his hometown.

The committee expressed concern over the skyrocketing rate of prescriptions for these highly addictive medications, and the sense that there is a need for greater care coordination in pain management across VA. Emotional testimony was heard from the widows of two current-era veterans who recently died from overdoses of VA prescribed opiates, as well as two recently medically retired servicemen who continue to struggle with issues surrounding pain and addiction. VA representatives acknowledged the potential harm caused by opiate painkillers and stated that they are developing new alternative pain management programs which will soon be instituted across the department. The new approach, known as the Chronic Pain Rehabilitation Program (CPRP) and based out of the Tampa VA Hospital, focuses on exercise, occupational therapy, pool therapy, relaxation training, acupuncture and massage, with the goal of eliminating dependency on opiate painkillers. Although the CPRP currently accepts referrals from all 50 states, it is the goal of the VA to establish a similar program in every VISN. Subcommittee Chairman Dan Benishek closed by noting that further hearings on this issue will be held in the future to monitor progress. The VFW will continue to keep you updated. 7. Three WWII MIAs Recovered: The Defense POW/MIA Office has announced the identification of remains belonging to two Marines and an Army Air Force pilot who had been missing since World War II. Recovered are:
* Marine Corps Capt. Henry S. White, 23, of Kansas City, Mo., and Staff Sgt. Thomas L. Meek, 19, of Lisbon, La. On July 21, 1943, White and Meek were crewmembers aboard an SBD-4 Dauntless dive-bomber that departed Turtle Bay Airfield on Espiritu Santo Island, New Hebrides, on a night training mission and failed to return. The aircraft reportedly crashed into a coral cliff on nearby Mavea Island. A September 1947 investigation of the crash site recovered no remains. In 2012, a Joint POW/MIA Accounting Command team excavated the site and did recover remains and non-biological evidence that correlated circumstantially to White and Meek. Since no individual identification was possible, both will be buried in a single casket on Oct. 18 at Arlington National Cemetery.
* Army Air Force 1st Lt. Robert G. Fenstermacher, 23, of Scranton, Pa. On Dec. 26, 1944, Fenstermacher was piloting a P-47D Thunderbolt on an armed-reconnaissance mission when his aircraft crashed near Petergensfeld, Belgium. An American officer witnessed the crash and was able to recover Fenstermacher's identification tags from the burning wreckage, but no remains or aircraft wreckage were recovered at the time. In 2012, a group of local historians excavating a private yard recovered human remains and aircraft wreckage consistent with a P-47D, which were turned over to the Joint POW/MIA Accounting Command. He is scheduled to be buried on Oct. 18 in his hometown.

The VFW Demands a Federal Budget be Passed
In a letter addressed yesterday to the President and House and Senate leadership, VFW National Commander Bill Thien demanded that they start working together to enact a federal budget now. He said the lack of a budget prevents countless veterans from taking advantage of transition assistance programs provided by the Departments of VA and Labor, plus it will increase the claims backlog and threatens to stop disability compensation and survivor benefit payments to millions of combat-wounded veterans and widows. Thien also said the lack of a defense budget and the ongoing sequester is threatening national security. "We expect more from our elected leadership, and not a piecemeal approach that would use the military or disabled veterans as leverage in a political game," he said. "This current failure in Washington by the elected representatives of the people is having a very real impact on America, and as advocates for all veterans, military and their families, the Veterans of Foreign Wars of the United States demands that Congress and the Administration stop the political gamesmanship and do the job you were elected to do." Shutdown Update on VA ServicesWithout House/Senate agreement on a budget/appropriations package, the VA continues to operate many services on a shuttered schedule. VA medical centers, clinics and other health services continue to operate as normal because of advance appropriations, but the Veterans Benefits Administration, which processes claims and provides payments for compensation, pension, education, and vocational rehabilitation programs, will run out of money by late October if Congress doesn't extend their mandatory funding appropriations for FY 2014. The VFW to Launch In-State Tuition CampaignNext week, the VFW will roll out its new #InState4Vets campaign alongside Student Veterans of America and the American Legion, pushing for in-state tuition protections for veterans enrolled at public colleges and universities from coast to coast. Be on the lookout as the VFW, SVA and Legion unveil new tools to help veterans understand the higher education landscape in their home states, ways to share stories through the Twitter hashtag #InState4Vets, and ways to take action both locally and nationally. Overseas Initiative Helps POW/MIA MissionVFW National Commander Bill Thien returned this week from traveling to Moscow to continue our mission to help American researchers gain deeper access into Russia's central military archives and potential eyewitnesses. It was a very productive trip that included meetings with the U.S. Deputy Chief of Mission and American military assigned in Moscow, as well as with two of Russia's largest veterans' organizations and senior members of the Russian Federation Council and State Duma. From Russia, the Chief traveled to Italy to lay wreathes at the American Cemetery in Florence, and he met with senior officers and junior enlisted assigned to U.S. Army-Africa and the 173rd Airborne Brigade in Vicenza, and the Air Force's 31st Fighter Wing at Aviano AB, to discuss how the VFW can better serve them and their families during the current budget crisis and sequester.
Wounded Warrior Dinner Marks 10th Anniversary
The VFW is a longtime sponsor of the Wounded Warrior Dinners, which have been held once a week since October 2003. The dinners used to be held at the old Fran O-Brien's Steakhouse inside the Capitol Hilton until a contract dispute closed the restaurant. Co-owner and VFW life member Hal Koster pledged to keep the dinners going until the wars ended. He created the nonprofit Aleethia Foundation to keep that promise, and in 2007, the VFW awarded him its Citizenship Award at its National Convention in Kansas City. The VFW is proud to be a major co-sponsor of the 10th Anniversary Wounded Warrior Dinner tomorrow night near the Walter Reed National Military Medical Center in Bethesda, Md.
Four MIAs Recovered The Defense POW/MIA Office announced the identification of remains belonging to two soldiers from the Korean War and two airmen from Vietnam. Recovered are:

  • Army Cpls. Harold A. Evans, 22, of Linsell, Minn., and Robert J. Tait, 19, of Bar Harbor, Maine. In late 1950, Evans was a member of Headquarters Company, 3rd Battalion, and Tait was a member of Headquarters Battery, 57th  Field Artillery Battalion, both assigned to the 31st  Regimental Combat Team, that was forced into a fighting withdrawal south of the Chosin Reservoir in North Korea. Evans was reported missing on Dec. 12, 1950. Tait was also reported missing, but, in 1953, returning U.S. POWs said he had been captured but died shortly afterward due to lack of medical care and malnutrition.
  • Air Force Lt. Col. Robert E. Pietsch, 31, of Pittsburgh, Pa., and Maj. Louis F. Guillermin, 25, of West Chester, Pa. On April 30, 1968, Guillermin and Pietsch were on an armed-reconnaissance mission over Savannakhet Province, Laos, when their A-26A Invader aircraft crashed. Search and rescue efforts were unsuccessful.

VFW's Shutdown Message to the President and Congress

My fellow comrades,
The VFW understands that veterans are already facing significant hardship as a result of gridlock on Capitol Hill, and in the event of a prolonged government shutdown, we know the pain will only get worse.
That is why this afternoon I sent a letter to President Barack Obama, House Speaker John Boehner, House Minority Leader Nancy Pelosi, Senate Majority Leader Harry Reid, Senate Minority Leader Mitch McConnell, and the entire Congress outlining the VFW's position on the current government shutdown, explaining its negative impact on the veterans' community, and insisting that leaders work to resolve the current budget impasse that has already shuttered certain VA services and threatens to cut off even more benefits in the long term.
Rest assured that your VFW will continue to fight on Capitol Hill for timely and sufficient funding for all veterans' benefit programs, and your VFW Washington Office staff will continue to pressure Congress and the Administration to fulfill their duty to serve our veterans.
Please take a moment to read the attached letter, and I encourage you to reach out to your elected leaders on this critical issue through the VFW Action Corps.
