1. Candidate Suggests Eliminating VA: Earlier this week presidential candidate Dr. Ben Carson suggested that the Department of Veterans Affairs could be eliminated by moving its services and programs under the Department of Defense. 2. Prudential's SGLI Records to be Unsealed: VFW National Commander John Biedrzycki Jr., praises a U.S. District Judge who granted a VFW motion on Wednesday that will unseal documents related to a class action lawsuit that was filed against Prudential Insurance. The original lawsuit was filed for Prudential's handling of Servicemembers Group Life Insurance (SGLI). The VFW asked that the files be unsealed so our organization can better understand how the program is being administered. 3. Senate Field Hearings on VA Health Care: In the past week, the Senate Committee on Veterans' Affairs held two field hearings on access to VA health care and the Veterans Choice Program. In Georgia, Chairman Isakson heard testimony from VA, HealthNet and veterans on ways to improve the VA health care system and how the Veterans Choice Program has performed. In Alaska, Senator Sullivan heard testimony from veterans who have utilized the Veterans Choice Program and testimony on how the VA health care system in Alaska is different from VA medical facilities in the continental 48 states. 4. VFW & SVA Accepting 2016 Legislative Fellowship Applications: On Monday the VFW and Student Veterans of America (SVA) launched the 2016 VFW-SVA Legislative Fellowship program. The fellowship will again offer 10 selected student veterans the opportunity to meet face-to-face with their legislators as part of the VFW's National Legislative Conference next spring, as well as additional academic opportunities for them to substantively address veterans' issues in their communities. Applicants must complete a package that includes an essay proposal on one of four specific legislative issues discussing why the issue is important to the veterans' community and how the fellowship candidate would address the issue through community-based advocacy. Selected fellows will then be flown to Washington, D.C. to storm Capitol Hill as part of the 2016 VFW Legislative Conference.  For more information and to apply, visit: http://www.vfw.org/StudentFellowship/.
5. DOD Launches Website on New Prescription Drug Policy: Earlier this month, the VFW reported on a new TRICARE prescription drug policy that will require certain beneficiaries to refill select maintenance medications through home delivery or at military treatment facilities. This week, TRICARE published a summary of the changes on its website, including which beneficiaries will be affected, which medications will fall under the new rules, how to request waivers if necessary, and contact information for additional questions. Active duty military personnel are exempt from the new policy. The change will take place on October 1, 2015, and DOD will begin sending letters with additional information to beneficiaries on September 1. To view the new TRICARE prescription drug webpage, click here: http://www.tricare.mil/RxNewRules.
6. GI Bill Covers O&P Training: The Department of Labor wants veterans to know that the Post-9/11 GI Bill also includes the training required to become licensed Orthotics and Prosthetics (O&P) technicians. O&P is a trending health profession that includes both cutting edge technology and hands-on patient care. The training, which is only offered at five colleges or universities, includes the evaluation, fabrication, and custom fitting of artificial limbs and orthopedic braces. According to the department, the career field is very marketable in industry, as well as in public, private and government medical facilities. Learn more at: http://www.opcareers.org/.
7. End of WWII 70th Anniversary Commemoration: To commemorate the Allied Forces Victory in the Pacific and the end of World War II, the Friends of the National World War II Memorial and the National Park Service will co-host a special V-J Day 70th Anniversary Commemoration on Sept. 2 at 10:30 a.m. at the National World War II Memorial in Washington. WWII veteran and VFW life member Sen. Bob Dole will provide remarks, as well as other veterans and dignitaries from our allied nations. More than 400,000 Americans and 60 million worldwide lost their lives in the deadliest military conflict in human history. The WWII Memorial has very few disability parking spaces, and street parking will be extremely limited since it's still the tourist season in Washington and Sept. 2 is a workday. Taxis to the memorial are plentiful and recommended, and the two closest Metro stations, Federal Triangle and Smithsonian, are both about a half-mile away. 8. Sing It America: Visitors to Washington on Sept. 14 might consider joining thousands of others at the Lincoln Memorial to celebrate the bicentennial of the Star Spangled Banner. 9. Former Vietnam MIA Burial Update: Army Maj. Dale W. Richardson, 28, who was identified earlier this year, will be buried Aug. 29 with full military honors in Mountain View, Ark. He was lost when the UH-1H helicopter he was a passenger in was shot down near the Vietnamese/Cambodian border on May 2, 1970. He was assigned to 2nd Battalion, 34th Armor Regiment, 1st Cavalry Division. 1. The VFW Wants to Hear from You: In our continued effort to better represent the needs of our membership on Capitol Hill, the VFW is asking you to take a short survey on what's important to you when you seek health care. To take the survey, click here: https://www.research.net/r/VACareSummer15.  
2. Political Candidates Court VFW Members: Election season is upon us and politicians know that veterans vote. Presidential candidates have begun scheduling events at VFW posts to explain why they deserve our vote and candidates for every office have rolled out plans that show their opinions on our issues. With nearly a dozen events related to veterans over the remainder of August still pending, it is vital that we fill the rooms with VFW caps to ensure our presence is felt and our issues are promoted. For more information on these events, contact your department's National Legislative Committee member.
3. VA Announces New Rules Regarding Service Animals: On Monday, VA announced new rules regarding access allowed for service animals on VA property. The goal of the revised regulation is to keep VA in line with legal and sanitary requirements. It states that only dogs individually trained to perform work for an individual with a disability will be considered service animals. Other animals will not be permitted in VA facilities, unless expressly allowed as an exception under the regulation for activities, such as animal-assisted therapy or for other reasons such as law enforcement purposes. To read more, click here: http://www.va.gov/opa/pressrel/pressrelease.cfm?id=2723.
4. VA Announces Two New Training Programs for Veterans: This week, VA launched two new training programs, Accelerated Learning Programs (ALPs) and VA Learning Hubs, that will allow veterans to learn skills and earn credentials at no cost to help advance their civilian careers. ALPs will offer veterans training and certifications in the IT field. They will be held at various locations nationwide, and will include classroom and online instruction. This program is open to veterans of all eras and does not affect GI Bill eligibility. VA is now accepting ALP applications and veterans are encouraged to apply as soon as possible as space is limited.  Learning Hubs will be launched in 27 cities this year and are available to all veterans and transitioning service members. Courses will offer training to improve veteran employability in various high demand fields, and will feature online and in person components. Following course completion, veterans will receive verified training certificates. To learn more about ALPs and Learning Hubs, veterans are encouraged to email inquiries to: VeteranEmployment.vbaco@va.gov. To visit the ALP website, click here: http://benefits.va.gov/tap/alp.asp.
5. National POW/MIA Recognition Day 2015: The third Friday in September is designated as National POW/MIA Recognition Day every year. This year it falls on Sept.18, and VFW Posts nationwide will be recognizing those who were captured and returned, as well as remembering the 83,000 Americans who have yet to return home from their wars and their families who continue to hope and pray. A suggested POW/MIA Recognition Day speech is now available online in the member's only section of www.vfw.org, and 2015 posters are now available for order or download from the Defense POW/MIA Accounting Agency at: http://www.dpaa.mil/Families/Posters.aspx.
6. Seeking MIA Family Reference Samples: The Defense POW/MIA Accounting Agency is seeking the public's help to find and encourage more MIA families to donate a DNA sample to help speed the identification process of recovered remains. Currently, 89 percent of the Korean War's 7,800 MIAs have a family reference sample on file, 84 percent for the Cold War's 126 MIAs, and 81 percent of the Vietnam War's 1,600 missing. But for World War II, it's a dismal 4 percent of the 73,500 who are still missing. Each military service and the State Department has a service casualty office that can explain how to donate. 7. Korean War MIA Identified: The Defense POW/MIA Accounting Agency announced the identification of remains belonging to Army Sgt. Christopher Y. Vars, of Amherst, N.H., who was assigned to Company E, 9th Infantry Regiment, 2nd Infantry Division, when he died fighting at North Korea's Chosin Reservoir on Nov. 29, 1950. He will be buried with full military honors on a date and at a location yet to be announced.

Background: Last year, Congress passed and the President signed into law the Veterans Access, Choice and Accountability Act of 2014 (Choice Act) to improve access to health care for veterans and reduce VA appointment wait times. Since its enactment, the VFW has worked to ensure this important law serves the best interest of veterans. In the past year, the VFW has commissioned several surveys; compiled three reports; worked directly with VA officials and health care contractors; and testified before Congress multiple times on the state of the VA health care system and the implementation of the Choice Act, resulting in significant changes in the program to better serve veterans.

DoD Identifies Army Casualty
The Department of Defense announced today the death of a soldier who was supporting Operation Freedom's Sentinel.
Master Sgt. Peter A. McKenna Jr., 35, of Bristol, Rhode Island, died Aug. 8, in Kabul, Afghanistan, of wounds when he was attacked by enemy small arms fire.
McKenna was assigned to the 1st Battalion, 7th Special Forces Group, Eglin Air Force Base, Florida.?

1. Congress is in Recess: This week Congress went into recess until early September. The VFW's latest grassroots campaign "Meet them in the District" is in full swing with a goal of having our members contact their congressional delegations during the recess. Promoting issues that the VFW is fighting for shows our strength as voters and helps to secure vital legislation. Contact your National Legislative Committee member for more details about this campaign or reach out directly to the district offices of your members of Congress for information on where town hall meetings will be held.
2. VA to Establish Presumptive Exposure Rule for Camp Lejeune: On Monday, VA announced that it will amend regulations to establish presumptions for service connection for certain conditions related to exposure to contaminated water at the North Carolina Marine Corps Base. Treatment for veterans and reimbursement for treatment received by family members currently exists for 15 conditions tied to the exposure. The VFW strongly supported legislation that allowed Camp Lejeune veterans and their dependents to receive health care for those conditions and strongly believes that granting compensation benefits is the next logical step. 3. Coast Guard Seeks Reliable Budget: The VFW was present at the National Press Club on Wednesday to hear Coast Guard Commandant Adm. Paul Zukunft speak about the successes and challenges that face his service, which celebrated its 225th birthday this week. What he ultimately needs is a reliable acquisitions budget so that he can phase out 50-year-old ships with new platforms, but not at the expense of losing people, which he called his most valuable asset. "You can trim operations and platforms but not people," he said, as he described Coast Guard operations on virtually every continent, with missions ranging from drug interdiction and rescue operations to cyber, refugees, the environment, and Russia's attempts to militarize the Arctic. With a total force of 88,000, only half of whom are active duty, the Coast Guard is the nation's smallest service, but the only one to have a military mission and civilian law enforcement authority responsibilities. 4. Three MIAs Recovered: The Defense POW/MIA Accounting Agency announced the identification of an airman missing from World War II and two soldiers missing from the Korean War. Recovered are:
--Army Air Forces 2nd Lt. Stephen V. Biezis, 23, of Chicago, Ill., will be buried Aug. 14 in Arlington National Cemetery. Biezis was assigned to the 575th Bombardment Squadron, 391st Bombardment Group, 9th Air Force as co-pilot of a B-26C Marauder that crashed after being struck by enemy fire during a bombing mission near Ahrweiler, Germany. His remains were not recovered during the war. Read more at:
--Army Cpl. Nehemiah E. Butler, 19, of Pocomoke City, Md., will be buried Aug.10
in Arlington National Cemetery. Butler and elements of Company C, 19th Infantry Regiment, 24th Infantry Division were deployed near Seoul, South Korea, when their unit was attacked by enemy forces. He became separated from his unit while attempting to move toward a more defensible position. Read more at:
--Army Cpl. Donald A. Therkelsen, 23, of Chicago, Ill., will be buried Aug. 8 in Medical Lake, Wis. Therkelsen was assigned to Medical Company, 1st Battalion, 15th Infantry Regiment, 3rd Infantry Division. He was reported missing in action following a massive attack by the Chinese during the Battle of Kumsong along the Kumsong River in North Korea. Read more at:

                The 70th anniversary of the end of World War II will be celebrated simultaneously in Southern Nevada and Northern Nevada during the annual "Keep the Spirit of '45 Alive" campaign. Veterans of WWII who served in combat, or behind the lines, or Stateside during the war are invited to take part and be honored. Their families are also warmly encouraged to  attend. Additionally, U.S. veterans of all periods of service and their families are welcome to participate and honor those patriots who came before them.

                Veterans of WWII (or their widows) will each receive a distinctive pin at the ceremonies commemorating their service. The ceremonies are designed to honor all surviving and departed veterans who served honorably in WWII. At the end of the war in 1945, Americans all across the nation shouted, cried, rejoiced, exalted, prayed and sang the praises of the country's fighting forces who defended the nation by bravely combating enemy forces on several continents. Kat Miller, director of the Nevada Department of Veterans Services, said, "That patriotic spirit is rekindled each year during the 'Keep the Spirit of '45 Alive' campaign that serves to honor World War Two veterans. It also serves to keep patriotic  memories alive in the minds and hearts of the public." Her department is hosting the twin laudatory events at both ends of the state.
