1. VFW Elects New National Commander: The Veterans of Foreign Wars of the United States concluded its 116th National Convention by electing Pittsburgh native John A. 2. President Obama Speaks at VFW National Convention: President Obama spoke Tuesday at the VFW's 116th National Convention in Pittsburgh. It was his third appearance as president and fifth overall. His main topics were of high interest to the estimated 5,000 VFW and Auxiliary delegates in the audience. He spoke of caring for veterans, service members and their families, and that more work still needs to be done at VA. He spoke of the tentative nuclear deal with Iran, as well as the need to continue training and supporting Iraqi forces fighting against ISIL, and especially the need for Congress to end sequestration which is the VFW's top legislative priority. He gave homage to the four Marines and one sailor who were shot and killed in Chattanooga, Tenn., by a believed radicalized gunman. He would later that day order all U.S. flags to half-staff. 3. VA Secretary Addresses VFW National Convention: On Tuesday, VA Secretary Robert McDonald addressed the VFW National Convention in Pittsburgh, delivering a presentation entitled "Caring for Veterans: Progress and Transformation."  In discussing the Veterans Health Administration, Secretary McDonald outlined what he believes are the three pillars of caring for veterans: Research, Education, and Clinical Care. He pointed out that VA conducted 55 million appointments in 2014, serving 6.6 million unique patients, and remarked that VA receives higher satisfaction ratings from veterans than private hospitals receive from their patients, per the American Customer Satisfaction Index. He also described the challenges VA faces in providing the highest quality care. The aging veterans population, increased complexity of conditions, and a higher rate of survivability for the newest generation of veterans after more than a decade of war will all continue to fuel the demand for care. Still, with the proper funding, the Secretary believes that VA can and will continue to provide the highest quality care for all veterans, when they need it and where they need it. Other topics covered by Secretary McDonald included VA infrastructure, the claims backlog, veterans homelessness, and the MyVA initiative, designed to improve the veteran experience at VA facilities. The VFW thanks Secretary McDonald for his participation at the 116th VFW National Convention. To view the slides from his presentation, visit: 2015 07 21-FINAL VFW Annual Convention (16x9).pptx.
4. The VFW Visits Pittsburgh VA Health Care System: On Wednesday, the VFW visited the Pittsburgh VA Health Care System's University Drive campus to continue its extensive oversight of the VA health care system. VFW staff met with medical center leadership and staff to discuss the care and services the system provides to approximately 360,000 veterans in western Pennsylvania, West Virginia, and Ohio. During the visit, we heard from medical center staff and veterans on how changes to the VA scheduling process and use of non-VA health care is impacting facility operations and the health care it provides to veterans. 
In our continued effort to better represent the needs of our membership on Capitol Hill, the VFW looks to continue visiting VA medical centers across the country to evaluate the care and services the VA health care system provides to veterans. 5. House Passes Veterans' Health Care Bill: On Tuesday, the House passed a bill to expand homeless benefits to veterans fleeing domestic abuse, evaluate the efficacy of VA mental health care, and require VA to properly track and document biological implants. This bill also includes a provision that would require VA to round down any cost-of- living increases to the Montgomery GI Bill and the Survivors' and Dependents' Educational Assistance program, a provision the VFW opposes. 6. House Hearing on VA Budget Shortfalls: On Wednesday, Secretary Robert McDonald testified before the House Committee on Veterans' Affairs on the nearly $3 billion dollar shortfall VA faces in its fiscal year (FY) 2015 budget, which may force the Department to reduce operations at its medical facilities by mid-September. Secretary McDonald testified that the shortfalls were due to higher than expected demand for health care at VA medical facilities and through non-VA community providers. Committee members expressed intent to pass a bill by next week to authorize VA to use Choice Program funding to address FY 2015 budget shortfalls. The VFW will work to ensure this bill does not hinder veterans' access to non-VA care and the Veterans Choice Program. 7. Senate Markup on Pending Legislation: On Wednesday, the Senate Committee on Veterans' Affairs held a markup to report on a number of important bills which should receive consideration by the full Senate in the near future. Among others, the Committee voted to advance S. 1082, a bill to authorize the Secretary of Veterans Affairs to hold underperforming employees accountable for wrongdoing; S. 1203, to improve the appeals process for VA compensation benefits; and S. 1493, to provide a cost-of-living increase for VA benefits equal to Social Security benefits.  During the markup, Chairman Isakson committed to holding another markup in the fall to consider other bills that are important to VFW members, such as expansion of caregiver benefits, toxic exposure research, and legislation to address overmedication and use of high-dose opioids. To view the markup, please visit: http://www.veterans.senate.gov/hearings/business-meeting-markup-of-pending-legislation07222015
8. World War II MIA Identified: The Defense POW/MIA Accounting Agency announced the identification of remains of Army Pvt. Arthur H. Kelder, 26, of McHenry, Ill., who was buried July 18 in Chicago. On Dec. 8, 1941, Kelder was assigned to the Philippine Department, U.S. Army Forces in the Far East, when Japanese forces invaded the Philippine Islands. Thousands of U.S. and Filipino service members were taken prisoner and forced to endure the Bataan Death March en route to Japanese POW camps. Kelder was among those reported captured after the surrender of Corregidor. On Nov. 19, 1942, 14 Americans, including Kelder, were reported to have died. 1. President to Speak at VFW National Convention: President Obama is scheduled to speak Tuesday at the VFW's 116th National Convention, which begins this Saturday through Wednesday in Pittsburgh. VFW National Commander John Stroud said it's a long standing VFW tradition to provide the commander-in-chief a platform to address issues of importance to veterans, military service members and their families. Stroud said this is especially important during a time of war and instability abroad, and continued economic belt tightening at home. Other special guests and award recipients include:
- the VFW Eisenhower Award to retired Marine Corps Gen. James Mattis;
- the VFW Armed Forces Award to U.S. Army Medics (68 Whiskies), accepted by Army Medical Command Sgt. Maj. Gerald Ecker;
- VFW National Teacher Awards to Ann Parker Komara of Ottobine Elementary School, Dayton, Va., Melinda Hamilton of River Bend Middle School, Claremont, N.C., and Craig Blackman of Indian River High School in Chesapeake, Va.;
- the VFW Citizenship Award to the Arlington Ladies, accepted by Margaret Mensch (Army), Paula McKinley (Navy), Jean Anderegg (Air Force), and Maggi Paar (Coast Guard);
- the VFW Gold Medal of Merit to Army National Military Cemeteries Executive Director Patrick Hallinan; and

2. Hearing on Pending Health Legislation: On Tuesday, the House Subcommittee on Health held a hearing to consider a number of important bills pending before the Subcommittee.  Subcommittee members discussed the importance of improving VA construction and leasing processes and ensuring VA employees are held accountable for poor performance and wrongdoing. VFW Senior Legislative Associate Carlos Fuentes testified, offering the VFW's support for most of the bills and recommendations to strengthen others. In his testimony, Fuentes urged the Subcommittee to consider improving VA's hiring authorities to ensure VA is able to quickly fill vacancies when it fires bad employees. 3. Vietnam 50th Anniversary Commemoration Begins: 50 years ago this month the first combat troops deployed to Vietnam. The VFW, through DOD's Vietnam War Commemoration partnership program, is working in local communities to recognize the sacrifice, service and tremendous contribution our Vietnam War veterans have made to the security of our nation. The Commemoration will have ongoing events at more than 2,100 locations in local communities

6. Korean War MIA Identified: The Defense POW/MIA Accounting Agency has announced the identification of remains of Army Sgt. 1st Class John C. Keller, 26, of the Bronx, N.Y., who had been missing in action since the Korean War. He will be buried with full military honors on a date and at a location yet to be determined. In November 1950, Keller was assigned to Company K, 3rd Battalion, 8th Cavalry Regiment, 1st Cavalry Division, when his unit was forced into a fighting withdrawal from their position northwest of Unsan, North Korea. He was reported missing on Nov. 2, 1950. It would be later learned he had been captured by the Chinese, but died in 1951 as a result of malnutrition and medical neglect. VFW Action Alert: Military Compensation and Retirement

Military Compensation and Retirement
Background: Congress established the Military Compensation and Retirement Modernization Commission in 2013 to provide the President and Congress with recommendations to modernize the military's compensation system. One of the Commission's recommendations is to provide all service members with a 401(k)-style retirement plan with a government match, and provide retirees with a blended retirement plan – one that has both a defined pension and 401(k)-style plan. Both the House and the Senate have included some version of this plan in their version of the National Defense Authorization Act (NDAA) legislation. The differences between these bills are being compromised through a conference committee and will be voted on in the near future.
Prior to the Commission's recommendations, Congress authorized a 1-percent reduction in the annual cost-of-living adjustment (COLA) for working-age military retirees who enter service after December 2015. This retirement cut would cost service members 10s of thousands of dollars between military retirement and traditional retirement age. This is nothing more than a cost saving measure that will negatively affect future retirees and it must be repealed.
Take Action: Contact your Members of Congress and urge them to support an NDAA that provides a retirement plan that will grandfather all currently serving service members in the existing plan if they choose, provide an immediate 1-percent employer contribution to a 401(k)-style retirement plan that can be matched up to 5-percent after two years of service, allows reserve retirees options to receive some portion of their pension at the point of retirement, and does away with the 1-percent COLA penalty.

Its wartime high had been 570,000. The Army will also reduce its civilian workforce by 17,000. The news came as no surprise to the VFW since the Budget Control Act of 2011 had dictated the reduction. Still to come is the return of mandatory sequestration in fiscal year 2016, which would further shrink the active Army to 420,000 soldiers, and slash all military operating budgets. VFW National Commander John Stroud called sequestration the most significant military readiness and national security threat of the 21st century, and said "our military can beat any military in the world, but they can't fight a Congress that is essentially forcing them to operate for a decade on only eight years' worth of funding." He is now demanding an end to sequestration. "We need both political parties to finally say 'enough,' not because a continued sequester will hurt civilian economies in certain congressional districts, but because a continued sequester weakens America, worries our allies and emboldens our enemies," he said. "Our brave men and women in uniform will continue to perform and excel at every mission, but overtasking with inadequate resourcing will cost lives — American lives — which is an impending disaster the VFW will not allow."

5. Veterans ID Card Bill: On Tuesday, the House unanimously passed a bill which would require VA to issue an ID card proving veteran status to any veteran who presents a DD–214 that verifies that veteran's service. The bill cleared the Senate last week and now awaits the President's signature. Stay tuned to the Action Corps Weekly for updates on how VA plans to issue the new ID cards.
6. OPM Data Breech Update: Personal information on more than 21 million Americans is now in the hands of cyber criminals who broke into the Office of Personnel Management database. The information obtained includes Social Security numbers and security background applications of federal government employees, applicants and contractors. What next? OPM and the Defense Department are working with a private-sector firm to provide fraud monitoring and other services for three years for free. 6. OPM Data Breech Update: Personal information on more than 21 million Americans is now in the hands of cyber criminals who broke into the Office of Personnel Management database. The information obtained includes Social Security numbers and security background applications of federal government employees, applicants and contractors. What next? OPM and the Defense Department are working with a private-sector firm to provide fraud monitoring and other services for three years for free.
